What is the OILLS Methodology?
OILLS stands for Observations, Insights, Lessons Identified, and Lessons Learned—a structured approach to turning experience into knowledge, and knowledge into action and organisational improvement.
The LMS Solution is designed to support this methodology end-to-end, from real-time data capture to formal reviews and agency-wide reporting.

A structured yet flexible approach to capturing and applying lessons.
The LMS Solution supports the full lifecycle of lessons, aligning with the OILLS methodology, while allowing each agency to tailor workflows to suit their specific environment.

Real-World Impact
Proven in practice. Trusted across sectors.
ISW has been supporting lessons management initiatives for over a decade, partnering with agencies to strengthen organisational learning, knowledge management, and continuous improvement.
The LMS Solution was originally developed in collaboration with Emergency Management Victoria (EMV) to support a statewide approach, enabling both individual agency lessons processes and secure cross-agency sharing.
It is now used across:
- The State of Victoria to support agency-level learning and coordinated sharing
- Metropolitan and country fire services, emergency services, and land search and rescue organisations
- Individual agencies in other jurisdictions, supporting their internal lessons efforts
Whether applied to after-action reviews, formal inquiries, or sustained improvement over time, the LMS Solution has consistently demonstrated value in various operational contexts.
The platform continues to evolve through close engagement with its user community, shaped by the needs of practitioners, leaders, and governance stakeholders. Whether deployed for a single agency or scaled across a jurisdiction, the LMS Solution adapts to suit different organisational structures, data governance models, and sector-specific needs. Backed by a clear development roadmap and decades of sector knowledge, it’s built not just to meet today’s challenges, but to grow with you into the future.
Platform & Security

Secure Cloud or On-Prem Deployment
The LMS Solution is deployed as a dedicated instance for each customer, whether that be a single agency, a jurisdiction, or a cross-agency collective. Most deployments run in certified, secure cloud environments, typically on Amazon Web Services (AWS), which benefits from advanced encryption, built-in resilience, and strict access controls. The LMS Solution can also be deployed on other cloud platforms or delivered on-premises for ultra-secure environments.

Built for Scalability and Resilience
The platform supports high-availability configurations and incorporates a resilient architecture suitable for both agency-specific use and jurisdiction-wide deployments. ISW works closely with each customer to ensure the system aligns with their security, data residency, and operational continuity requirements while providing value for money from a 'right-sized' offering.

Role-Based Access and Data Control
A granular, agency-level role-based security model ensures users only see what they are authorised to access. In shared environments, data visibility remains under the control of the originating agency—supporting collaboration without compromising autonomy.

Data Ownership and Portability
All data entered into the LMS Solution remains the sole property of the customer. Agencies retain full control over their information at all times. The platform supports comprehensive data export, including structured records and their links to related observations, insights, lessons, actions, and other objects—ensuring long-term access, transparency, and ease of transition if required.

ISW is committed to transparency. If your organisation requires additional information—such as penetration testing reports, third-party audits, or compliance documentation—we’re happy to provide this on request as part of your due diligence process.
Integration Without Compromise
The LMS Solution is designed to integrate with other critical systems such as incident management platforms and risk management systems, recognising that each domain requires a specialised tool to meet its needs.
Rather than attempting to merge everything into a single system, integration enables the LMS to remain focused on structured lessons management, supporting connected workflows, avoiding tool overlap, and minimising vendor lock-in.

Flexible Authentication and Single Sign-On
The platform supports multi-source Single Sign-On (SSO), including SAML, OIDC, and other standard protocols. Agencies can configure custom authentication options to suit their organisational structure—whether federated, cloud-based, or hybrid.
A key advantage of the LMS Solution is its ability to operate independently of a central directory. It supports dynamic user creation, enabling fast onboarding and decentralised access control across diverse stakeholder groups—ideal for environments with contractors, volunteers, or rotating teams.

Whether you’re exploring structured lessons management for the first time or looking to modernise your current approach,
we’d love to show you what the LMS Solution can do for your agency or organisation.
